Sherry Winburn

President and Owner Sherry Winburn launched Coastal Asphalt in 2008 along with Matt Winburn, Vice President and Owner. In addition to being responsible for the overall administrative functions of the company, Sherry also manages Coastal Asphalt’s professional organization memberships, marketing and communications department, and continuing education opportunities. Sherry is originally from Eldred, PA where she received an Associate’s Degree in Office Administration before relocating to the Grand Strand in 1998. She has worked in real estate contract administration and in several departments at a local university. Sherry also has her South Carolina Real Estate License.

Matt Winburn

Matt Winburn helped to launch Coastal Asphalt in 2008, along with President and Owner Sherry Winburn, out of a desire to create a superior construction and asphalt paving and maintenance company. Matt seeks to accomplish this by providing complete client satisfaction through excellent workmanship, professionalism, and integrity. He has vast experience in the paving industry in the areas of business development, project management, estimating, and safety. Matt also has a diverse background having managed and worked for an erosion control company, the land development department of a major homebuilder, a regional paving company and in the engineering department for local government. Matt has a contractor’s license from the S.C. Department of Labor, Licensing and Regulation for grading and is certified in erosion and sediment control in both South Carolina and North Carolina.

Lee Harrelson

Lee Harrelson joined Coastal Asphalt in April of 2016 as its Chief Operating Officer with 15 years of experience in the construction and asphalt paving and maintenance industry. His duties include lining up projects; supervising jobs; project delivery; coordinating team members, equipment and materials; and cost accounting and cost management. Originally from Georgetown, Harrelson grew up in the ready mix concrete business before moving to the heavy highway construction and asphalt highway trade in 2001. He has worked throughout the Carolinas, having spent the past decade in the Pee Dee area. Harrelson graduated from the Citadel in 2002 with a degree in Business Administration. 

Jon Allen

Jon Allen, Senior Estimator and Project Manager at Coastal Asphalt since October of 2013, is responsible for launching initial projects, meeting with clients, and providing solutions. Jon’s expert skills in managing a project’s schedule and materials make him an asset to our team. He has 17 years of experience in grading and utilities and an associate’s degree in civil engineering. He also has a contractor’s license from the S.C. Department of Labor, Licensing and Regulation for water and sewer lines, grading, and boring and tunneling. Jon has certificates for HDPE pipe fusion, pervious concrete, and a South Carolina Real Estate License.

Randy Kelly originally began his career with Coastal Asphalt in January of 2009 and rejoined our team in December of 2022 after retiring from 10 years of running his own asphalt company in another area. Randy’s duties include developing estimates, meeting client’s expectations, and ensuring quality control on projects. He is also heavily involved in mentoring and training fellow staff members. Randy’s experience in asphalt, paving, and construction began in 1998. He has a bachelor of arts in agricultural economics from Mississippi State University. Originally from Columbus, Mississippi, Randy has lived in South Carolina since 1989. He currently resides in Conway..

Chris Jones joined Coastal Asphalt as a Salesperson and Estimator in February of 2015. His duties include developing new business and expanding current client relationships as well as assessing customer needs and providing solid solutions. Jones’ work background includes 13 years of proven sales experience in the marine and boating industry along with several years in the field human resource management.

Jimmy Morris joined Coastal Asphalt in April of 2018 as a Salesperson and Estimator. His duties include developing new business and expanding current client relationships as well as assessing customer needs and providing solid solutions. Jimmy brings with him six years of experience in the safety equipment industry and eight years in education and coaching. He also has supervisory experience with UPS and as a salesman with Le Bleu Bottled Water. Jimmy is originally from Georgetown and continues to call it home.

Allen Matthews joined Coastal Asphalt in July of 2025. His duties include building new business through creating relationships, providing information, estimates, and reliable solutions. Allen is excited to tell clients about Coastal’s services and how we can provide answers to their asphalt needs. Allen’s work background includes 10 years as a 100-Ton Master Captain, a U.S. Coast Guard-approved captain position for charter or private fishing boats. He also has eight years experience as a fireman/EMT. Allen lives in Florence and covers the Pee Dee region.

Jeremy Boyd joined Coastal Asphalt in May of 2026 as a Salesman and Estimator. He is responsible for developing new business through building relationships with honesty and integrity, assessing property needs, and providing clients with pavement management solutions. Jeremy’s past experience includes 11 years in sales, with six years as a business sales supervisor in the telecommunication industry and six years in automotive sales. He is a native of Conway and continues to call it home. Jeremy covers the coastal region of North Carolina.
